
SECTION 2
2.1 PREVAILING POLICY.
2.1.1 Any disagreements over technical questions or operations will be resolved by Enid Speedway Park officials. When there is rendered, such a decision is final and binding.
2.1.2 Enid Speedway Park officials will establish the length, frequency and administration of all events and programs and when their decision is rendered, that decision is final, binding and non-appealable.
2.2 LICENSING AND REGISTRATION.
2.2.1 To race in any Enid Speedway Park racing event, a driver must be sixteen (16) years of age, have a signed application for an Enid Speedway Park competitors license, have not been convicted of an illegal drug violation during the one year period prior to the date of application.
2.2.2 Enid Speedway Park reserves the right to deny a competitors license to any driver.
2.2.3 All persons entering the pit area must be at least eighteen (18) years of age. Anyone under the age of 18 must have a signed and notarized minors release form on file in the speedway office, pay a pit fee, and read and acknowledge by signature, a form to release Enid Speedway Park from any claim for personal injury or damages, or loss of any personnel equipment. ALL items including tow trucks or cars, etc. are brought into the competition area at the owners own risk, and ARE NOT COVERED BY TRACK INSURANCE POLICIES, REPEAT, DAMAGE TO TOW VEHICLES SPECIFICALLY NOT COVERED.
2.4 POST RACE SCALING
In all classes, the top three racecars in each qualifying race and the top five racecars in their feature race must scale. Any driver required to scale, immediately following the qualifying and or feature events, who:
A. Does not go directly to the scales or
B. avoids going to the scales or
C. Does not remain at the scales until scaled or
D. Does not meet the minimum weight for the class, according to the scale at the race track for the event, SHALL be disqualified from the heat/qualifying race and shall forfeit all points as well as all prize money for the heat/qualifying race, but shall be allowed to start at the back of the last chance, consolation or feature race. If in any feature race, shall be disqualified and shall forfeit all points as well as any prize money for the feature race, but may still be subject to the claim rule if applicable.
2.5 INSPECTIONS.
2.5.1 Timing and scope of inspection. All race cars competing in Enid Speedway Park racing events are subject to inspections by Enid Speedway Park officials, at any time and to any extent or degree, as determined by Enid Speedway Park officials, in their sole discretion. The decisions by Enid Speedway Park officials, regarding the specific racecars to be inspected, and the timing, scope or extent of any inspection, are final, binding and non appealable.
2.5.2 TYPES OF INSPECTIONS
2.5.2.1 Minimum Specifications Inspection,. An inspection usually conducted at the beginning of the race season or a racing event, to determine whether a racecar complies with minimum applicable chassis and body specifications and all safety requirements. Any deficiencies or rule violations discovered must be corrected before the racecar will be allowed to compete in a racing event.
2.5.2.2 Pre race inspection. An inspection, conducted in advance of a racing event, including a minimum specification inspection to determine whether a race car complies with applicable chassis and body specifications, safety requirements and any other rules or specifications, in the discretion of the track officials. Any deficiencies or rules violations discovered must be corrected before the racecar will be allowed to compete in the racing event.
2.5.2.3 Post Race Inspection. An inspection, conducted after a racing event, to determine whether a racecar complies with all of the applicable rules and specifications of that class of racecar, with the scope and extent of the particular items to be inspected to be determined by Enid Speedway Park, or the track officials, is their sole discretion.
2.5.2.3 Effect of Prior Inspection.
Effect of prior inspection,. The fact that a racecar has passed a minimum specification inspection, a prerace inspection, or any inspection at another track or event, is NO guarantee or assurance that a racecar will pass a post race inspection.
2.5.4 Cooperation of Driver.
In connection with any type inspection, the driver must cooperate with Enid Speedway Park track Officials, to enable track officials to conduct or complete an inspection, including removing or disassembling various parts or components. Only the driver and one pitman, per car will be allowed in the barn (tear down area under grandstand) during inspections. Any driver having more than one pitman at his vehicle during an inspection will be disqualified. Any driver or pitman going to another car in the barn during an inspection will be disqualified. Each driver is to stay at his or her own car during the course of inspections.
2.5.5 Refusal or Termination of Inspection.
2.5.5.1 Any driver who refuses to allow a prerace or minimum specification inspection to be conducted will not be allowed t compete in the racing event.
2.6 PROTEST.
2.6. $250.00 in a sealed envelope with number of car and part to be inspected written on an envelope is to be given to track steward within 1o minutes following the race by driver only. Drive train and suspension are the only protests that will be allowed.
2.6.2 $50.00 is to be kept by Enid speedway Park. The remaining to be given to the protester if found illegal, or the protested car if legal.
2.6.3 During any protest any car found with an illegal part other than being protested will be deemed illegal by Enid Speedway Park. Protested part will take priority over other illegal parts. So if the part protested is legal and any other part is found illegal , then that car will be found illegal and loose all points and prize money for that racing event. The protest fee will then go to the drivers fund.
2.7 TRACK PROCEDEURES.
2.7.1 a $25.00 fine will be imposed to any driver passing the accident scene under a red flag.
2.7.2 Only tow vehicles with trailers attached, official cars, wreckers, ambulances, fire trucks and racecars (designated by the promoter) will be permitted through the pit gate. NO OTHERS ALLOWED. All tools and equipment must accompany racecar and/or tow vehicle . All items including racecars, tow vehicles, trailers, tools, etc. that are brought into Enid Speedway Park area are at the owners own risk.
2.7.3 Track officials reserve the right to move a car to the rear of the field if he or she is considered a hazard to other drivers. Any body parts loose or protruding beyond original shape of car is just cause for a black flag.
2.7.4 Any change of car/driver combination will only be allowed before the start of the nights race program. Unauthorized drivers changes will result in disqualifications of the car and the driver, forfeiture of all prize money and points earned during the race program and a possible fine.
2.7.5 Starting positions are determined by point average method: total number of points divided by the total number of race programs, with the highest point average as starting in the back. Drivers appearing for the first time will be placed at the rear of the field for that program. Positions will be posted on the board by the scales. Therefore NO delay between races will be tolerated.
2.7.6 Cars must be in staging area and ready for that race when the field enters the track. Any car not lined up when the race pulls out onto the track will be considered late and start on the back of field.
2.7.7 All drivers will adhere to a 5 mph. speed limit in the pit area. Any driver speeding or driving in a reckless manner in the pit area will be subject to a disqualification, and will forfeit all points and prize money earned for that racing event.
2.7.8 All cars are required to mud lap and pack the track. All cars not complying with the mud lap rule and ironing of the track WILL NOT BE ALLOWED TO HOT LAP, AND WILL BE SUBJECT TO A $25.00 FINE AND MAY BE SCRACTHED FROM HEAT RACE.
2.8 FOUR WHEELERS.
2.8.1 All drivers will be responsible for any three or four wheelers or ATV’s that they, or their pit crew, bring into the pit area. Anyone judged by track officials to be speeding or improper ling operating an ATV will cause the car and the driver associated with that vehicle to be subject to suspension or a fine or both. NO THREE OR FOUR WHEELERS ALLOWED ON THE TRACK AT ANYTIME! Any person bringing in a three or four wheeler into the pit area must provide proof of insurance on that vehicle. This includes golf carts and all ATVs.
PROMOTER RESERVES THE RIGHT TO CHANGE OR CLARIFY ANY RULES TO IMPROVE COMPETITION, SAFETY OR COST.
